The digital solutions developed by the state-owned enterprise “INFOTECH” continue to be used in areas where the speed of information processing and data accuracy are critical. One such tool is the “Investigator’s Office”—a functional module of the Unified Register of Persons Missing Under Special Circumstances, developed by the company’s specialists for the needs of the National Police of Ukraine.
The service was launched in 2026 to support investigators working on crimes related to the Russian Federation’s armed aggression against Ukraine and the identification of unidentified individuals. “Investigator’s Office” allows users to work with catalogs of unidentified bodies and search for possible matches based on physical characteristics, clothing, personal belongings, tattoos, and other individual characteristics, which helps organize information and significantly speed up its processing.
Khrystyna Podiryako, head of the Department for Investigating Crimes Committed in the Context of Armed Conflict at the Main Investigative Directorate of the National Police of Ukraine, recently spoke about the practical application of the service. According to her, the creation of a unified electronic database of photographs of unidentified individuals has made it possible to narrow the scope of the search, avoid having to review large amounts of material, and make the analysis of information more efficient and organized. At the same time, she emphasized that a visual match is only a basis for further verification, and final identification is carried out exclusively based on the results of a comprehensive set of expert examinations.
“When our specialists were working on ‘The Investigator’s Office,’ the main goal was to create a tool that would help law enforcement officers process large amounts of information more quickly and perform their work more effectively. In such projects, digital technologies are not just about automating processes, but about providing real support to the people who work every day to identify the deceased and help families get answers. For the team at State Enterprise ‘INFOTECH,’ it is important to create solutions that have practical value and work where they are needed most,” said Maksym Khimchenko, director of State Enterprise ‘INFOTECH.’
Currently, the “Investigator’s Office” is used by investigators at centers for locating persons missing under special circumstances, which operate under the main directorates of the National Police of Ukraine. Access to the service is restricted exclusively to authorized personnel, ensuring an appropriate level of information security and data confidentiality.
The development of the “Investigator’s Office” is part of the systematic efforts by the State Enterprise “INFOTECH” to digitally transform the processes of locating and identifying individuals within the framework of the Unified Register of Persons Missing Under Special Circumstances.
